Current Activities and Projects

Scott Tingey is responsible for management of the project management systems at EMSL. In 2005, he managed the redesign process for EMSL's entire management system, including the strategic plan, operations manual, external peer review system, staff resources guide, strategic decision-making process, project management system, and facility/equipment utilization plan.

During this 6-month activity, Scott developed a comprehensive tracking system, authored key portions of several documents, and worked in collaboration with the EMSL senior management to develop a full suite of outcome-oriented performance metrics including safety, security, infrastructure, publications, and facility/equipment utilization. As a result, each distinct science area within EMSL is now being managed as a project, with increasingly robust reporting systems and performance metrics clearly tied to outcomes. This activity has been cited by DOE as a model for other user facilities.

Past Experience

Scott joined Battelle in 1992 and has more than 10 years of research and development project management experience at the Pacific Northwest National Laboratory. He has demonstrated expertise in designing and implementing comprehensive management plans for projects ranging in size from $4 million to $142 million. He successfully developed several systems, tools, and process to enhance program controls. He has depth of experience with integrated program cost/schedule control systems, including conceptual and detailed planning, activity-based cost estimating, performance measurement, productivity analysis, change control, critical path scheduling, earned value management, and management reporting. He is highly skilled in the practical application of project management techniques, making optimum use of available resources to ensure delivery of quality products and services on time and within budget.
